Early prisoner releases expose hostel closures and tagging failures
About 700 male offenders were released early on 1 October in England and Wales. A second tranche of 650 has begun within about 2,000 releases this month, with 3,000 more over the following year; 11 hostels have closed and tagging and probation capacity are under strain.
